the future industry is needed and used as price discovery. The present system creates liquidity, without liquidity, volatility will become chaotic, price discovery will be skewed. To force fcm's to ask customers to prefund positions will cause many futures industry users such as hedgers,farmers and ranchers,the inability to market their produce without proper price discovery because of fewer participants in the futures industry. Without participation of speculators there is fewer people for commercials and hedgers to do business with creating a distorted market that will only hurt people using the futures industry. My suggestion is to monitor the use of fcm funds that are used to trade commodities. admis, is an excellent example of how to protect the people's funds that are held in it's accounts. Simply do not allow fcm's to spectulate with customer funds.
