Energy trading has caused massive dislocation in the retail purchase of energy -- as the song goes "from California to the New York highlands". It is inappropriate to allow an energy trader, in this case specifically National Gas Exchange Inc., to avoid SWAP requirements for any energy purchases that are not physical energy sales.
