Please don't allow any exemptions. This would just open the door to divert trades through that open door to avoid protective oversight. Wall Street has proven they cannot be trusted to police themselves. Our misguided legislators bailed them out with my tax money when the free market system would have caused them to fold. They should be subjected to regulation to help avoid a repeat of this scandal.
