    CONTRACT SIZE

THE CURRENT MODE THE SILVER MARKET CURRENTLY TRADES WITH REEKS OF MANULIPLATION BY VERY LARGE BLOCKS OF CONTRACTS THAT ARE CONTROLLED BY A VERY VERY SMALL NUMBER OF BUYERS.

THE MAXIMUM NUMBEROF CONTRACTS SHOULD BE 1500 OR LESS. THE PROPOSED LIMIT OF 5000 CONTRACTS WOULD GIVE ANY SPECULATOR CONTROL OF MORE THAN 99% OF THE WORLD SILVER PRODUCERS AND/OR INDIVIDUAL CONSUMERS MAKE OR USE IN A YEAR.

THE TIME HAS COME FOR REGULATORS TO MAKE A REASONABLE FAIR AND LEVEL PLAYING FIELD FOR ALL PARTICIPANTS IN THE SILVER MARKET. YOU ARE THE PEOPLES REGULATORS, AND YOU NEED TO DO RIGHT THING. THE GOVERNMENT IMAGE IS SO BADLY TARNISHED AT THIS POINT THAT IT NEEDS ALL THE HELP IT CAN GET. PLEASE CONDSIDER THE 1500 CONTRACT LIMIT TO CREATE CONFINDANCE IN OUR MARKET.

    THANK YOU,
    GARY GRAHAM
