Please limit speculators in cash commodity markets to the limits proposed by Senator Nelson. The rule you are contemplating is too lenient and will promote, not discourage, speculation by non-end-users.
I am a consumer and I believe that allowing non-end-users to take large positions in the cash futures market drives up the cost of basic commodities like wheat and oil.
