Guidelines curbing oil speculation should be established immediately. Many Americans are in difficult financial situations due to business closures, RIF's, cut-back on hours, additional health care costs, etc. To add the burden of even higher transportation costs is criminal. If you truely have American's best interests in mind, DO SOMETHING to help the average American rather than a few wealthy speculators.
