    Sir,

    I write from the UK as a concerned World Citizen and urge that in order to avoid food and energy price bubbles like those which occurred in 2008, the CFTC should both implement the proposed speculation limits and give exemptions only to businesses that deal in physical commodities (like farmers, gas stations, etc.), positively excluding exemptions to banks, hedge funds or other financial players.
