I writing from England to comment on this, as it's a global issue. Food speculation causes starvation. Watering down these proposals will cause suffering, rioting by desperate people, and social instability around the world. Where a case can be made for bona fide speculation in food, the exemption should only apply to parties who physically deal with the commodities themselves, for example farmers, not any kind of financial institution.
