I am in agreement that speculation by parties which do not have available capacity to hold minimum storage or be able to physically accept a portion of their holdings effect the markets in many ways that cause end user ( Customer ) prices to be effected.
Jobbers, Dealers, and Marketers all have overheads, State and Federal regulations, code requirements, ect., that generally find their way into the given price of a gallon of Gasoline or Diesel fuel, Propane, Fluid lubricants, Which distorts what the product should sell on the market for.
The American consumer is paying a heavy price for profits that are being seen by those who do not have a loyalty to the industries, Commodities and consumers of these products of which they are becoming involved in.
