Dear Chairman Gensler and fellow Commissioners:
I urge you to approve the staff’s proposal on position limits, including limiting exemptions to bona fide hedgers. I do think the proposal for silver is too excessive, however. How can we have a fair market when a single speculator command a position representing 25 million ounces in a market so small for a finite resource like silver? This seems highly risky to me and could result in major market disruptions. Something like 1500-2000 contracts is probably more reasonable given this tiny a market.
