    I am commenting on the matter of position limits for futures contracts.

    I recommend 1500 contracts as being a reasonable limitation for speculative positions (either long or short) in silver, for any one entity, as this seems in line with the largest miner producer, and end user customers.

    I am sure you will agree that to make these position limits meaningful, the now-permitted exceptions must be outlawed, or alternatively, must require a unanimous approval of all of the commissioners, (should some exceptional circumstances occur.)

    Serious efforts are necessary to curtail excessive concentration and manipulation of these markets and restore the futures market to its function of discovering commodity future prices.
