    Comment Text:

    Mr.Gensler and fellow Commissioners,
Your current proposal of over 5,000 contracts for any single speculator in the silver market represents 25 million ounces. It is an insult to free and fair markets. Only three mining companies in the world produce more silver than this in a year. Are you not aware of these facts? Any speculator holding an amount of silver derivatives greater than what 99% of the world's silver producers and consumers make or use in a year is unfair and unjust to a free and fair market. Please institute a maximum of 1500 contract (7.5 million ounce) position limit for silver.
    Regards, Gary Boeckmann
