I would like to see you approve the staff’s proposal on position limits, including limiting exemptions to bona fide hedgers. I would ask you, however, to readjust the proposed formula in silver. I would like to see a 1500 contract position limit on silver. Any limits above that would lead to the ability of large speculators or banks to manipulate the market. I am one who believes the silver market is one that is and has been manipulated. I ask that you protect the small investor against such unfair practices.
