As an ordinary citizen, I'm particularly troubled by the impact of rampant unrestricted speculation in food and oil on the the lives of poor people around the world. Even as you consider pending rules I fear new bubbles inflicting misery and promoting political chaos as food becomes unaffordable to the most vulnerable. When the price of food and oil are needlessly inflated it crushes the hopes for material advancement among those forced to pay an even higher share of their meager incomes for these essentials. Excess speculation also adds a complicating factor that makes the livelihoods of farmers all around the globe riskier. For these reasons I urge you to impose hard position limits on food and oil futures derivatives and to allow no exemptions, allowing only sufficient speculation to ensure market liquidity.
