    Dear Members of the CFTC,

I am a retired teacher and,I can tell you, that my monetary assets are quite limited. When I invest some of my earnings in silver, I find that I am swimming in the water with sharks, great whites at that! You are the lifeguards sitting in the nearby tower and, at least in the past, you have done nothing to lift a hand to the the real danger. The truth is that the sharks are corporately owned by some of our largest banks. It's obvious enough to most of us ordinary people that the market is manipulated, sucking the life out of what should be a free market. IT IS SIMPLY NOT FAIR, lacking in the most fundamental elements of justice!! please make the playing field level putting severe limitations on what these manipulators can do. Without this restriction, the market will continue to be savaged by the sharks.

In the hope that you'll do the right thing,

    Richard A. Salmon
