Your proposal will be devastating.
100:1 leverage sounds like a lot, but 99% of the traders are capable of dealing with it.
Changing and/or regulating one of the biggest booming businesses will definitaly destroy the economy for good.
I hope you guys will start reconsidering and think about the outcome of your proposal.
