We are concerned about the inap:propHate trading in the COMEX silver market. Wc
believe that Morgan Stanley is manipulating the price of silver by selling an extremely
large amount of short contracts. We ask thai. you impose a Limit on the trading volume to
1500 contracts. Please do not allow special groups [o be e,'us equally.
