    Since there's s silver shortage, why do sil~r prices remain low as

    Please establish a speculative position limit in COMEX silver of no
    more th~n 1500 contracts. Since we're considered a "~emocracy", why
    should a f~w be allowed to manipulat~ the metals mark.t? Please r~-
    strict any bedgin~ exemptions from those limits inch~dlng 1.gitimate
    h~d£~rs. Please stop the levels of concentration in COMF~ silver
    futures that hay@ been experienced over the past few years on the
    short sld~ of the ~mrk~t.
