    Dear Commission:
    As a private citizen and individual investor, I am writing to
    ask you to govern for the people by:
    i) establishing a speculative position limit in COMEX silver of
    no more than 1500 contracts;
    2) restricting any hedging exemptions from those limits to
    legitimate hedgers; and
    3) stopping the levels of concentration in COMEX silver futures
    on the short side of the market.
    From what I read, you must be in particular, as CFTC Chair,
    under enormous pressure to retain the status quo. But, as you
    well know, to do nothing is to continue to distort the real
    nature of the silver market. Please resist the forces of the
    big commercial interests by doing the right and responsible
    thing.
