Sir; I wish to thank you very much for your March 25 CFTC meeting, in-part, to discuss existing issues relative to
silver position limits and associated allogations of short side manipulation. I take this opportunity to urge your
consideration and establishment of position limits not to exceed 2000 contracts and to restrict hedging
exemptions, from those limits, to legitimate hedgers. This, I believe, will help stop the inordinate "short"
concentration in COMEX silver futures that has been experienced over the past several years.
