    Metals Hearing
    Comex Silver Speculation, Hedging Exemptions and Short Futures Concentration
    Dear Mr Commissioner Sir;
    Thank for the opportunity to comment on the issue of position limits for precious metals. Please
    immediately establish a speculative position limit in COMEX silver of no more than 1500 contracts.
    Please immediately restrict any hedging exemptions from those limits to legitimate hedgers. Please
    immediately stop the levels of concentration in COMEX silver futures that have been experienced over
    the past few years on the short side of the market. I only ask for immediatel action because my silver
    portfolio has sustained ongoing damage and loss because of the aforementioned lack of speculative
    limits, abuses of hedging exemptions and abuses of short market manipulation I believe caused by levels
    of concentration in COMEX silver futures contracts experienced over the past dozen years or so, which,
    to my knowledge, aforementioned concentration is unheard of in other futures contracts.
    Thank you for your consideration.
    Sincerely,
    Kenneth Bozarth
