    Precious metal position limits and hedging exemptions
    Dear Sir/Madam,
    First let me express my thanks for holding a hearing on Precious Metal position limits and hedging exemptions. I
    listened to nearly the entire day's testimony via your web site. Secondly, I appreciate the opportunity to offer my
    comments on these important issues. I will limit my comments specifically to silver as it is where I believe the
    problems of concentration are most troubling. I respectfully ask that the commission establish a speculative
    position limit of no more than 1500 contracts in COMEX silver. I also ask the commission to restrict any and all
    hedging exemptions to legitimate hedgers only. Please institute these changes and stop the levels of
    concentration in COMEX silver futures that have occurred specifically on the short side of the market during the
    last several years.
