Metals Hearing
Speculative Position Limits
Honorable Officials:
I am a retired high school Chemistry teacher who has followed the precious metals markets for
over 20 years. I have seen the increasing necessity for Speculative Position Limits in the precious
metals, especially in the silver futures market.
I urge your Division of Enforcement, in the light of many recent developments and startling
revelations of fraud, deception, misrepresentation and manipulation, to pursue strong regulatory
oversight.
I suggest position limits in silver of 1500 contracts, with only legitimate exemptions permitted.
