    Metals Hearing
    Comment on recent hearing
    Dear Sir:
The hearing on metals position limits was very informative. It was a good meeting and I congratulate you on
holding the hearing and for doing so in a public format.
I am a long time (40 years) investor in futures and sincerely believe things have gotten out of hand. I
respectfully suggest that you place a cap of no more than 1,500 contracts for silver and restrict hedging
exemptions to actual hedges. I would hope that these exemptions be closely monitored. The level of
concentration in COMEX silver futures that presently exist needs to be corrected in my opinion.
Thank you for your service and consideration,
    John L. Conner, Sr.
