    To whom it may concern,
    am responding in relation to the above (reference RIN 3038-AC61).
    am not an American citizen but I am involved in the Forex activities. Although I am not a professional trader, and
    am still learning, one thing is evident. If there is a limitation in the leveraging, it I am limited in my capacity to
    trade which to me does not appear from the onset to be a fair proposition.
    Additionally, with the diminished leverage and the larger margin requirement it automatically will eliminate many of
    us who may not be able to afford to trade at that level. It stands to reason that once a certain caption group is
    eliminated I can forsee something happening, what can be termed the widening gap of unemployment especially
    among many of us who may be depending solely on this trading as a main source of employment.
    I would sincerely hope that you would reconsider and even if you may have to do such a thing which I am not in
    agreement with, at least it should be done in such a way to facilitate every group without excluding any.
