    Dear Matt & Stephen,



    During the Dodd-Frank Act deliberations, BlackRock was engaged in the discussions around stable value funds and the book value wrap contracts that support these funds. My understanding is that you are spearheading the follow-on study that was mandated by the Act. Many of our pension clients have asked us to stay involved in these discussions and to provide information to assist you in the study. The attached letter highlights several important public policy issues relating to stable value funds. In addition, we provide historical background as well as current information on the stable value marketplace. As you know, stable value funds play an important role in defined contribution plans, and we and our clients believe the product should continue to be offered to plan participants.



    We are interested in working collaboratively to help find workable solutions. Please let me know if you would like any additional information on this issue.
