the cftc's proposed position limits in silver are too high and will allow manipulation to continue. ted butler's proposal of 1500 contracts seems very reasonable. it would limit any one entities ability to manipulate yet would still allow adequate liquidity for a healthy market. please consider reducing the position limits. thank you.
