    Dear Sir or Madam:
Thank for the opportunity to comment on the issue of position limits for precious metals.
As a UK national your allowing concentrated short positions undermines the market here.
Please establish a speculative position limit in COMEX silver of no more than 1500 contracts.
Please restrict any hedging exemptions from those limits to legitimate hedgers.
Please stop the levels of concentration in COMEX silver futures that have been experienced over the
past few years on the short side of the market.
Please consider reducing the contract size to enable increased participation.
As an unemployed person with no capital this will not do a thing for me personally but would increase
the number of players in the market.
    Sincerely,
A concerned citizen - of another country, thankfully.
