    Dear Chairman and Commissioners,


    My name is Gurkan Karagul, and I'm a truck inspector from Georgia. I've been working in this field for years, ensuring safety on our roads, and Ive come to value tools that help me make sense of the world around me. I'm writing to comment on the Advance Notice of Proposed Rulemaking on Prediction Markets (91 FR 12516). I support well-regulated prediction markets, and Id like to share why I think theyre important, both for folks like me and for society as a whole.


    Ive used prediction markets a few times myself, mostly to get a read on things like economic trends or policy changes that could affect my work. Fuel prices, regulations on trucking, or even weather events can hit my livelihood hard. What Ive found is that these markets often give better, more reliable information than polls or TV pundits. The prices reflect what people actually think, based on real stakes, not just opinions. That kind of clarity helps me plan better, and I believe its valuable for the public too, whether its for personal decisions or even helping policymakers see whats really likely to happen.


    Im no expert, but Ive read up on some of the academic research about prediction markets. Studies show theyre often more accurate than other forecasting methods, and I think thats something the U.S. should embrace. Weve always been a country of innovation, and leading the way on financial tools like this just makes sense. If we over-restrict or ban these markets, were handing the advantage to other countries while pushing activity to unregulated offshore platforms. Thats not safer for anyone.


    On that note, Im all for consumer protection, but its got to be done right. Regulation by the CFTC, with clear rules, is way better than letting people turn to sketchy overseas sites with no oversight. I also think targeted rules make more sense than broad bans. If theres a worry about manipulation or insider trading, fine, focus on that. Dont shut down a whole market just because of a few bad apples. And honestly, when people who know something trade on these platforms, it makes the prices sharper. That benefits everyone, not just the traders.


    I noticed a few of your questions in the ANPR that tie into this. For Question 7, about balancing innovation and protection, Id say lean toward rules that keep markets open while cracking down on specific risks. For Question 29, on informed traders, I think their input makes the market better, as long as its not illegal insider stuff. And for Question 11, on price discovery, I believe these markets are a unique tool for getting real-time, accurate insights.


    I hope youll support proportionate regulation of prediction markets. Dont ban or over-restrict them. Theyre a useful tool for people like me, and with the right oversight, they can benefit everyone.
