    My name is Nicholas Smith, and I'm just a regular citizen from Maryland writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. I've used prediction markets a few times, mostly out of curiosity about public events like elections, and I strongly support having them regulated in a fair and balanced way, not banned or overly restricted.


    I care a lot about getting accurate information, especially when it comes to elections and other big public events. I've noticed that prediction markets often get closer to the truth than polls or TV pundits. A few years back, during a tight election, I checked a prediction market to see what people thought the outcome would be. The market's odds were way more on point than anything I saw on the news. That kind of clarity matters to me, and I think its valuable for everyone, not just traders. Its like having a real-time snapshot of what people actually expect, based on their own research and judgment, not just guesses or spin.


    I get that some folks worry about manipulation or insider trading in these markets. Those are real concerns, but I dont think the answer is shutting them down. The CFTC already has rules and powers to go after people who cheat or manipulate prices. Use those tools. Banning prediction markets because a few bad actors might misuse them feels like overkill. Its like closing a highway because some drivers speed. Punish the speeders, not the rest of us.


    I also want to touch on something from your questions, specifically Question 7 about balancing innovation and consumer protection. I think prediction markets are innovative because they give regular people like me a chance to engage with and understand important events. Letting everyday folks participate makes the information in these markets better, not worse. If only big players get access, the insights stay locked up with them. Thats not fair, and it doesnt help society.


    Im not saying there shouldnt be rules. I just think they should be reasonable. Make sure the markets are transparent and safe, but dont make it so hard to run them that they disappear or move offshore where no one can oversee them. Thatd be worse for everyone.


    Thanks for taking the time to read my thoughts. I urge you to support proportionate regulation of prediction markets. Theyre a useful tool for getting accurate forecasts on things that matter, and with the right oversight, they can benefit a lot of people like me.
