    Dear Chairman and Commissioners,


    My name is Logan Trero, and I'm just an everyday citizen from Texas writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. Im not an expert or a big investor, just someone who enjoys participating in prediction markets like Kalshi every now and then. I think these markets are valuable, and I want to see them regulated in a fair way, not banned or choked with heavy rules.


    I started trading on Kalshi because its a fun and safe way to engage with events that matter to me, like elections or big public happenings. Its not just about the money, though thats a nice bonus sometimes. Its about having a stake in understanding whats going on in the world. Ive noticed the predictions on these platforms often seem more accurate than what I hear from pundits or see in polls. That kind of insight is helpful to regular folks like me, not just traders. It gives me a clearer picture of what might happen, whether its a political outcome or some other event that could affect my life here in Texas.


    What I really care about is keeping the freedom to participate in legal, regulated markets like Kalshi. I trust a platform thats under CFTC oversight way more than some shady offshore site. If you ban or over-restrict prediction markets, I worry people like me will get pushed to those unregulated places where theres no protection at all. Thats not safer for anyone. I believe the CFTC already has strong tools to stop things like manipulation or insider trading. Ive read that youve got the power to go after bad actors in any regulated market. So, why not use those tools instead of making it harder for law-abiding folks to take part?


    I also want to touch on a couple of specific questions from your ANPR. On Question 7, about balancing innovation and consumer protection, I think regulated markets strike that balance. They let regular people participate while having rules to keep things fair. And on Question 29, about inside information, I dont think thats a reason to shut down markets. Bad behavior should be punished, sure, but dont take away something useful to so many because of a few bad apples.


    Im asking you to support proportionate regulation of prediction markets. Keep platforms like Kalshi accessible to everyday citizens like me, and focus on enforcing the rules you already have instead of pushing activity offshore with bans or overly tight restrictions.
