    Dear Chairman and Commissioners,


    My name is Rajesh Reddy, and I'm a software engineer based in California. Ive spent my career in tech, working on systems that help people access and process information more effectively. While I dont actively trade on prediction markets, I follow them closely because I believe they provide unique insights that arent available through traditional polls or news outlets. Im writing in response to the Advance Notice of Proposed Rulemaking on Prediction Markets (91 FR 12516) to express my strong support for well-regulated prediction markets.


    As someone who values data-driven decision-making, I see prediction markets as a powerful tool for generating better information. The prices on these platforms often predict outcomes more accurately than expert opinions or surveys, which benefits everyone, from policymakers to regular citizens like me trying to make sense of complex events. Beyond that, these markets offer a way for individuals and businesses to hedge against real-world risks, like policy changes or economic shifts that could impact my industry. For example, a tech startup could use these markets to manage uncertainty around regulatory decisions that affect their business model.


    Im also concerned about freedom and fairness. Banning or over-restricting prediction markets doesnt eliminate demand; it just pushes activity to unregulated offshore platforms where theres no oversight. Id much rather see the CFTC create a framework that keeps these markets legal and safe within the U.S. Plus, the U.S. has a chance to lead in financial innovation. If we stifle these markets, were handing that opportunity to other countries, and I dont think thats in our national interest.


    I know there are worries about manipulation or insider trading, and those are valid concerns. But the CFTC already has strong tools to address these issues in other derivatives markets. I believe those same mechanisms can be adapted for prediction markets without resorting to broad bans. Specifically, regarding Questions 29-32 on inside information, I think the focus should be on enforcing existing laws against misuse of nonpublic information rather than restricting entire markets. And on Questions 7-14 about public interest, I urge you to prioritize innovation and access while still protecting consumers through targeted rules.


    Prediction markets arent just a niche hobby; theyre a way to democratize information and manage uncertainty. I ask that the CFTC support proportionate regulation that allows these markets to operate under clear, fair guidelines. Dont let over-restriction push this valuable tool out of reach for Americans like me who want to see better data and fair participation.
