    Dear Chairman and Commissioners,


    My name is Shay-lea Hudson, and Im a healthcare professional from Iowa. Im writing to express my support for the Advance Notice of Proposed Rulemaking on Prediction Markets (91 FR 12516). Im new to prediction markets, but I believe they have real value for people like me and for society as a whole. I want to share why I think the CFTC should regulate these markets in a fair, proportionate way rather than restricting or banning them.


    As someone working in healthcare, Im used to making decisions with limited information, whether its about patient care or navigating policy changes that affect my job. Ive come to see how prediction markets can offer insights that polls and pundits often miss. Ive noticed that the forecasts from these markets are frequently more accurate, whether its about election outcomes or economic trends. That kind of information isnt just helpful for traders; its useful for anyone trying to plan ahead, from small business owners to regular folks like me worrying about healthcare costs or policy shifts. I think its a public good to have access to better data, and prediction markets seem to provide that.


    What also matters to me is the freedom to participate in legal, regulated markets. Im not a big investor, but I like the idea that everyday people can have a stake in these platforms. It feels fairer than locking out regular folks and letting only big institutions benefit from the information. I dont see this as gambling. Its about research and judgment, much like any other kind of investing. If I can put money into stocks based on what I think a company will do, why shouldnt I be able to do the same for events that impact my life, like new healthcare laws or inflation numbers?


    I know there are concerns about things like insider trading or manipulation. I get that. But those issues are already illegal, and the CFTC has tools to address them. Shutting down or over-restricting prediction markets because of a few bad actors feels like punishing everyone else. I think the focus should be on enforcing existing laws, not creating barriers. Specifically, in response to Questions 7 and 8 from your ANPR about balancing innovation and consumer protection, I believe regulation should protect users while still allowing access. And for Questions 15 and 16 on defining legitimate markets, Id argue these arent just games; they serve a real purpose in forecasting and hedging.


    I urge the CFTC to support well-regulated prediction markets that let ordinary citizens like me participate. Dont ban or overly restrict them. Create rules that tackle the risks without throwing out the benefits. Thank you for considering my perspective.
